Disposable vapor products and open-system e-liquids in various flavors remain widely available. Some Washington cities have considered local flavor restrictions, but RCW 70.345 and tobacco laws may limit local authority. Legislation to ban flavored tobacco statewide has been introduced repeatedly but not enacted. Sales to minors of any flavored product remain prohibited under RCW 26.28.080.
