Olive Branch, MS Trash & Recycling: Bin Placement Rules (2026)

DeSoto County, MS cities regulate bin placement under municipal property maintenance codes adopted pursuant to MS Code Ann. §21-19-1 et seq. (municipal authority over nuisances). Residents must place trash and recycling carts at the curbside or alley edge on their scheduled collection day with lids fully closed to prevent wind-blown litter. Bins should face the street with handles toward the house, spaced at least 3 feet apart to allow automated-arm truck maneuvering, and set at least 3-5 feet away from parked cars, mailboxes, fire hydrants, utility poles, and other bins. Bins left in the right-of-way or sidewalk obstruct pedestrian and vehicle traffic and may be tagged or cited. After pickup, bins must be retrieved within 12 to 24 hours (specific windows vary by city, commonly 24 hours in Southaven and Olive Branch, 12-24 in Hernando). Between collection days, bins must be stored out of public view from the street, typically behind a privacy fence, in the side yard behind the front-building line, in a garage, or in a screened enclosure. This requirement is enforced as an aesthetic/property-maintenance standard to preserve residential character. Overflow trash placed beside bins (often called side-load) may not be collected and can be cited as illegal outdoor storage. HOAs commonly impose stricter screening requirements and earlier retrieval windows than city code.
