Pearl, MS Trash & Recycling: Bin Placement Rules (2026)

Trash bin placement rules in Rankin County are set by each municipality's solid waste and nuisance ordinances under authority of MS Code Ann. §17-17-1 et seq. (solid waste) and §21-19-1 et seq. (municipal nuisance authority). Brandon's Code of Ordinances, Pearl's Code of Ordinances, Flowood's ordinances, Richland's ordinances, and Florence's rules all require that residential trash and recycling carts be set curbside or at the approved alley edge by the morning of the collection day with lids fully closed to prevent litter, pest attraction, and odor. Bins must face the street with the handle toward the house for automated side-loader and rear-loader trucks to grab them efficiently, and they should be spaced at least 3 feet apart and at least 3 feet away from mailboxes, parked cars, utility poles, fire hydrants, and other obstructions so the truck's arm or crew can access them. Between pickups, bins must be stored out of public view, typically behind the principal structure, within a side-yard screen, inside the garage, or within a fenced area. Most Rankin cities require retrieval within 12 to 24 hours after collection; leaving bins at the curb multiple days is treated as a nuisance. HOA covenants commonly require bins stored inside a garage or behind a screened enclosure, and some prohibit any view of bins from the street at any time. Alley pickup neighborhoods in older Brandon and Pearl areas may follow alley-edge rules with separate timing. Oversized or overfilled bins with lids propped open may be skipped by the hauler, and loose bags outside the bin are generally not collected unless specifically permitted during bulk or holiday overflow periods.
