SB 1383 also mandates edible food recovery: larger food generators such as grocery stores and food distributors must donate surplus edible food to recovery organizations, with additional tiers of food businesses phased in. Generators producing minimal organics may apply for a De Minimis Waiver. The State sets goals of cutting landfilled organic waste 75% and recovering at least 20% of edible food by 2025. Non-compliance penalties run from $50 to $500 per violation, and the City can face state fines if it fails to enforce. Residents and businesses can file complaints with the City's Public Works Solid Waste Program.
