Inyo County Code Chapter 7.08 (Solid Waste Collection and Disposal, Ordinance 236, 1973, as amended) governs trash collection in the unincorporated county. The County is divided into 'permit areas,' and under section 7.08.040 no person other than a permit holder may collect or transport solid waste for hire. Section 7.08.030(A) requires solid waste accumulated at a residence to be removed at least once a week. Section 7.08.140(A) limits residential collection to between 7:00 a.m. and 6:00 p.m., Monday through Saturday, and section 7.08.140(B) requires residential collections at least once weekly. Rate schedules for the permit areas are approved by the Board of Supervisors as fair and equitable schedules (§ 7.08.150). Collection is performed by permitted private haulers serving specific areas — for example, C&S Waste Solutions serves the eastern portion of Inyo County including the Death Valley area. The County itself runs the landfills and transfer stations where collected and self-hauled waste is disposed. The County also enforces a $10 untarped-load fee on vehicles arriving at County landfills with unsecured, blowing trash.
Section 7.08.200 makes any violation of Chapter 7.08 a misdemeanor. Collecting or transporting waste for hire without a permit violates section 7.08.040. The County investigates service complaints through the Department of Public Works (§ 7.08.170).
