PA Act 101 of 1988 mandates curbside recycling in all Allegheny County municipalities over 10000 population. Required materials: clear glass, colored glass, aluminum, steel/bimetallic cans, high-grade office paper, newsprint, corrugated cardboard, and plastics. Leaf waste composting also mandated.
Under 53 P.S. 4000.1501, mandated municipalities must collect at least three recyclable materials from the state list. Nearly all Allegheny County municipalities are mandated given population density. Leaf waste collection required separately under 53 P.S. 4000.1501(c). Commercial and institutional establishments must also recycle. Allegheny County operates drop-off centers and coordinates with PRC for expanded materials including glass, which many haulers no longer accept curbside.
Act 101 violations by municipality: up to 300 dollars per day for noncompliance. Commercial generators face up to 1000 dollars per day. Residents placing recyclables in trash may be cited under local ordinance 25 to 100 dollars.
