Mandatory recycling under NY ECL Article 27 and county Local Law. Single-stream in most areas: paper, cardboard, metal, glass, plastics #1-2. Contamination can result in non-collection.
NY Environmental Conservation Law (ECL) Article 27, Title 1 requires every municipality to adopt a source-separation law. Rensselaer County operates a Materials Recovery Facility (MRF) serving most haulers. Accepted single-stream recyclables typically include clean paper, cardboard, #1 PET and #2 HDPE plastics, aluminum cans, steel food cans, and glass bottles/jars. Plastic bags, film, styrofoam, and textiles are NOT accepted curbside β drop-off only. Contaminated loads (food residue, bagged recyclables, plastic film) can be rejected and cost the county tipping fees. Troy Code Ch. 231 and town ordinances mirror the state requirement. E-waste must be taken to county recycling drop-off or retail take-back per NY Electronic Equipment Recycling and Reuse Act.
Troy recycling refusal: warning, then $25-$100 per Ch. 231. Illegal dumping of recyclables: $250-$1,500. Business non-compliance under ECL 27: up to $2,500 first offense, $5,000 subsequent.
