Conroe residents may opt into recycling through their chosen private hauler. Montgomery County Environmental Services citizens' collection stations accept recyclables free for county residents. TX HB 2896 (2019) preempts local ordinances banning plastic bags and restricts container bans following the Laredo Merchants Ass'n Texas Supreme Court case striking local bag bans.
