Bernalillo County and the City of Albuquerque operate curbside recycling for paper, cardboard, glass, metals, and plastics #1 and #2. Contaminated carts are tagged and skipped. Commercial recycling is required for large multi-family and commercial generators in Albuquerque.
Albuquerque's curbside recycling program under ROA 1994 Β§9-10-1-15 accepts paper, cardboard, glass, aluminum, steel cans, and plastics #1 (PET) and #2 (HDPE). Plastics #3-7, plastic bags, styrofoam, and food waste are NOT accepted and cause contamination. Bernalillo County unincorporated customers have curbside recycling available as subscription service and can also use drop-off recycling at convenience centers. Commercial and multi-family properties with 4 or more units in Albuquerque are required to offer recycling under ROA Β§9-10. New Mexico has no statewide recycling mandate but the state Solid Waste Act (NMSA Β§74-9-1) sets landfill diversion goals. Yard waste has a separate seasonal program. Contaminated carts are tagged with a red warning notice and skipped; repeat contamination can result in cart removal.
Contaminated cart: red tag warning and skip. Repeat contamination: $25 to $100 under ROA Β§9-10 or Ch. 58. Multi-family failure to offer recycling in ABQ: civil penalty up to $500 per day. Commercial non-compliance: SWMD enforcement action.
