Iowa Code Chapter 455D bans yard waste, lead-acid batteries, waste oil, and certain electronics from landfills statewide. The Iowa Beverage Containers Control Law (455C) imposes a five-cent redemption deposit on covered beverage containers across all jurisdictions.
Iowa Code Chapter 455D establishes a statewide solid waste reduction hierarchy and prohibits disposal of specific materials in any sanitary landfill. Banned items include yard waste, lead-acid batteries, waste oil, whole tires, appliances containing refrigerants, and certain electronics. Iowa Code Chapter 455C, the Beverage Containers Control Law (the Iowa bottle bill), requires a 5-cent refundable deposit on most carbonated and alcoholic beverage containers, redeemable at retailers and redemption centers. These programs apply uniformly statewide, and local recycling ordinances must operate within the state framework. The DNR enforces compliance through landfill inspections.
Disposal of banned materials in a landfill is punishable under Iowa Code 455B with civil penalties up to $10,000 per day per violation. Bottle bill violations carry separate penalties.
