The strip between curb and sidewalk is public right-of-way, so residents cannot freely plant a tree there without city coordination. The Memphis Parks Division Tree Program reviews proposed species, locations, and clearances from utility lines and street signs. Approved street trees follow a city list that excludes Bradford pear and other invasive or weak-wooded species. The Tree Board reviews removal permits, and pruning under MLGW lines must follow utility line-clearance standards.
Unauthorized planting in the right-of-way may be removed by the city. Cutting a city street tree without a permit can carry tree-replacement penalties under the Tree Code.
