Neither West Virginia nor Kanawha County operates a private tree-removal permit system, so a resident cutting a yard tree in Dunbar, Nitro, or the unincorporated county needs no approval. Removing a public street or park tree without Charleston's consent, or clearing a development site against its tree-preservation and erosion requirements, brings stop orders, replacement plantings, and fines. Private yard-tree removal has no penalty.
