St. Louis County's Property Maintenance Code does not require removal of tree stumps after a tree is cut, so leaving a stump is not a code violation. However, limbs and other cut tree portions must be removed under Β§1110.302.7.
Unlike many counties, St. Louis County does not have a heritage-tree ordinance for unincorporated areas. Tree removal on private property generally does not require a county permit. Cut trees and shrubs left on the ground are a public nuisance under Β§1120.020 and must be removed. Fallen ROW trees are the responsibility of the adjacent landowner.
