§14-8-5(A) requires DRC review for new development tree removal applications, including tree survey and landscape plan. For existing developments, §14-8-5(B) directs applications to the director; an arborist's documentation is required for hazard-removal exemptions. §14-8-5(C) covers right-of-way trees: city permit required, bond posted to replace mis-handled trees. §14-8-5(A)(4) requires replacement of any preserved tree that dies within 2 years of development completion: four understory trees or one canopy tree per dead tree as determined by the director. §14-8-4(B) lets the city arborist designate specimen/historic trees (typically 30+ inches DBH) for absolute protection unless protection would deprive the parcel of all beneficial use.
§14-8-8 makes any §14-8-4/-5 violation a misdemeanor with Sec. 1-22(a) penalty up to $500/day. Each day is a separate offense. Civil action under §14-8-7 can also require replacement at developer cost.
