Multnomah County, OR Tree Protection: Tree Removal Permits (2026)

Portland adopted comprehensive tree regulations in 2015 under City Code Title 11 (Trees), administered by Portland Urban Forestry within Portland Parks & Recreation. All street trees (in the public right-of-way) require a Street Tree Permit for removal, pruning over 15% of canopy, or root disturbance. On private property, trees 20+ inches DBH (Diameter at Breast Height, measured 4.5 ft above grade) are regulated; removal requires a permit, with preservation preferred and mitigation required when removed. Trees under 20 inches can generally be removed without permit on private lots unless in a tree preservation plan from a prior development. Dead, dying, or hazardous trees qualify for expedited permits with certified arborist report. Heritage Trees designated under Title 11.50 have the highest protection. Gresham Development Code 10.0130 requires tree permits for removal in Significant Natural Resource (SNR) overlays and along waterways. Unincorporated Multnomah County MCC 39.5500 regulates trees in Significant Environmental Concern (SEC) overlays along Columbia Slough, Sandy River, Willamette River, and steep slopes. Unauthorized removal can result in multiple-times-market-value fines.
