Portland's Title 11 (Trees) requires permits for the removal of most trees 12 inches or greater in diameter at breast height (DBH) on private property. A tree removal permit is required for any tree 12 inches DBH or greater on private property. Trees in the public right-of-way are managed by Portland Urban Forestry and require separate approval. Dead, dying, or hazardous trees may qualify for expedited removal. The permit process includes review for tree preservation alternatives, mitigation requirements, and replanting obligations. Trees in environmental overlay zones, historic districts, or the Greenway overlay face additional protections. The 2025 tree code amendments strengthened protections and increased replacement ratios.
Removing a protected tree without a permit carries significant penalties under Title 11. Fines are based on tree size and can reach thousands of dollars. Violators must also plant replacement trees at required ratios. Repeat offenders face enhanced penalties.
