Under the City of Murfreesboro Tree Preservation Ordinance, no person other than the City Arborist, an authorized designee, or an Arborist-employed contractor may prune, remove, or otherwise disturb any tree, shrub, or plant on city property without first obtaining a permit. Applications must be made at least forty-eight hours before the work, and the permit is issued at no cost when the work meets the City's Arboricultural Specifications. Removing a public tree for construction also requires replacement at the property owner's cost. Trees entirely on private property need no city permit unless the tree is a declared public nuisance. Unincorporated Rutherford County has no tree-removal permit program.
Working on a public tree without the required permit is a misdemeanor subject to a fine up to five hundred dollars, plus any City corrective-action or replacement expense. Damaging a public tree can also trigger recovery of its value.
