Scott County issues no general tree-removal permit for private upland trees in the townships. The permit-like control is shoreland zoning: removing vegetation in the shore impact zone of a lake needs county approval under MN Rules chapter 6120.
For ordinary private land in unincorporated Scott County, there is no tree-removal permit; an owner may clear yard trees without county sign-off. The controls that exist are geographic. On shoreland, the county administers Minnesota's statewide shoreland standards, and intensive vegetation clearing in the shore and bluff impact zones is not allowed, so cutting trees near Prior Lake, Spring Lake, or a protected stream means working within those limits or seeking approval. Trees in the county or township road right-of-way are public and off-limits to residents. Inside Shakopee, Savage, Prior Lake, and Jordan, each city runs its own tree and boulevard program.
Removing upland trees on your own land brings no penalty. Intensive clearing of shoreland vegetation without approval violates the county shoreland ordinance and MN Rules chapter 6120, drawing a zoning enforcement order and required replanting.
