Utica requires written permission from the City Arborist before anyone plants, removes or destroys a tree on a public place or right-of-way. The City Clerk issues the permit once the Arborist finds the work necessary and properly done.
Under Utica's Trees and Shrubs article, no one may plant, remove or destroy a standing tree on a public place or right-of-way β or tamper with tree-protection devices β without first obtaining written permission from the City Arborist. Applicants submit the permit request to the City Clerk; the Arborist designs the permit in consultation with the volunteer Tree Advisory Board. The application must state the number and kind of tree to be removed, sprayed or planted and the treatment proposed. The City Clerk issues the permit when the City Arborist reviews it and finds the desired action necessary, in conformity with the chapter, and the proposed method and workmanship satisfactory. Trees entirely on private property are not covered by this
