Replacement of parkway trees in Carson is administered by the City Manager / Public Works Division under CMC Article 3 Chapter 9. CMC Article 3 Chapter 9 vests the Public Works Division with authority over 'inspection, maintenance, planting, pruning, trimming, removal, replacement and care' of parkway trees. Removal and replacement triggered by utility line clearance is expressly at the discretion of Public Works. All replacement trees must conform to the Authorized List of Carson Trees (Exhibit A to Chapter 9), and the City Manager may designate the kind or variety planted in any parkway. Carson's code does not publish a city-wide n-for-1 replacement ratio for private property removals; ratios are typically imposed as conditions of zoning approval (CMC Article IX, Chapter 1) or as restitution for unauthorized removal — in which case the substitute is the CTLA appraised value of the destroyed tree. New and rehabilitated landscapes ≥500 sq ft are also subject to the statewide Model Water Efficient Landscape Ordinance (CCR Title 23 §490 et seq., MWELO).
Failing to replace a parkway tree as directed by Public Works, or planting a non-conforming species (not on the Authorized List), is a Chapter 9 misdemeanor: $1,000 OR CTLA-appraised value (whichever greater), and/or up to 6 months jail. Trees planted in the right-of-way without a city permit may be removed by the City without notice or compensation.
