Costa Mesa requires replacement trees when approved tree removals occur on properties subject to site plan conditions or heritage tree protections. Replacement trees must be of a size and species consistent with the tree being removed, as directed by the Planning Division. Heritage tree removals may require enhanced replacement ratios of two or more trees per tree removed. Replacement plans must be approved before removal work begins.
Costa Mesa's tree replacement requirements are part of the city's landscaping and development review standards in Title 13. When the Planning Division approves the removal of a tree that was required by a site plan, landscaping condition, or planning approval, the property owner must plant replacement trees as a condition of the removal approval. Replacement trees must be of a species and size consistent with the tree being removed, as determined by the Planning Division. For standard trees, a 1:1 replacement ratio is typical with minimum box sizes of 24-inch or 36-inch depending on the species and the size of the tree removed. Heritage tree removals carry enhanced replacement requirements, often at a 2:1 or 3:1 ratio with larger box sizes. All replacement tree species must be appropriate for Costa Mesa's climate and soil conditions. Drought-tolerant and native species are encouraged in alignment with the city's water conservation goals. Coast live oak, California sycamore, and other regionally appropriate species are commonly specified for replacement plantings. Replacement trees must be planted within a specified timeframe, typically before final inspection or certificate of occupancy for development projects. The Planning Division reviews and approves replacement plans before removal may proceed. Property owners are responsible for maintaining replacement trees for a minimum establishment period, during which dead or failing trees must be replaced again at the owner's expense. For city street tree replacements, the Public Works Department manages the species selection and planting from its approved street tree list.
Failure to plant required replacement trees within the specified timeframe may result in code enforcement action, withholding of final inspection approvals, or denial of certificate of occupancy. Administrative citations starting at $100 per day may apply until replacement planting is completed. Replacement trees that die within the establishment period must be replaced again at the property owner's expense.
