EPWU is one of the most aggressive water-conservation utilities in Texas, drawing on the Rio Grande, Hueco and Mesilla bolson aquifers, and the world's largest inland desalination plant, the Kay Bailey Hutchison facility. Rules administered under EPWU rules and regulations and city ordinance prohibit landscape watering with sprinklers from 10 a.m. to 6 p.m. April 1 through September 30. Watering days are also assigned by address, typically twice weekly in summer. Drip irrigation, hand watering, and shrub bubblers are exempt from time restrictions. Hose-end timers and rain sensors on automatic systems are required.
First offense warning, then fines escalate from roughly 50 dollars to several hundred for repeat violations. EPWU sends inspectors based on complaints and meter routes.
