Toledo does not run a residential purple-pipe recycled-water system; treated effluent from the Bay View Wastewater Treatment Plant returns to the Maumee River under NPDES permit conditions rather than serving irrigation customers.
Unlike arid-region utilities, Toledo's water strategy centers on Lake Erie source-water protection and combined sewer overflow reduction rather than non-potable reuse. The Bay View WWTP discharges treated effluent to the Maumee River and ultimately Lake Erie under Ohio EPA NPDES permitting. Limited industrial reuse occurs at large facilities, but residential customers do not have access to recycled-water connections. Stormwater capture for landscape irrigation through cisterns and rain barrels is encouraged and not regulated as recycled water. Future projects may explore biosolids reuse and energy recovery at Bay View.
No residential reuse rules apply. Industrial pretreatment violations at Bay View are enforced by Public Utilities and Ohio EPA with civil penalties.
