The Honolulu Board of Water Supply offers rebates for replacing thirsty lawns with drought-tolerant landscaping and for installing high-efficiency irrigation controllers.
BWS administers the Hooulu O Oahu and Halawai conservation programs that pay rebates for tearing out cool-season turf and replacing it with native or drought-tolerant plants approved by the Halawai plant list. Typical rebates run a few dollars per square foot, capped per property. Companion rebates cover smart irrigation controllers, rain sensors, and high-efficiency rotor nozzles. Customers must apply before removing the lawn, pass a pre-inspection, and keep the new landscape in place for a minimum period to avoid clawback. The program is funded out of BWS rates rather than the city general fund.
Removing the rebated landscape early or replacing it with non-conforming turf can trigger a clawback of the rebate plus interest under the customer agreement.
