Under the BWS Rules and Regulations adopted in ROH Chapter 17, the customer is responsible for the entire service line from the meter into the building. Once a leak is detected, the customer must repair it as soon as practical or face a high-use surcharge. BWS offers a one-time bill adjustment for hidden leaks (such as underground pipe breaks) when the customer submits a plumber's invoice within 60 days of repair. Suspected city-side main breaks should be reported to the BWS 24-hour Trouble Line, which dispatches crews and may shut sections to prevent erosion or sinkholes.
Ignoring a leak after notice from BWS can result in a higher water bill, a flow-restriction device, or, in extreme cases, service termination until the repair is verified.
