The Citywide Vision and 18 District Plans articulate land-use, transportation, and open-space goals. Philadelphia Code Title 14 (Zoning and Planning) implements the plan through base districts (RSD/RSA/CMX/I) and dozens of overlays such as the Center City Overlay, North Delaware Avenue Overlay, and Neighborhood Conservation Overlays. Civic Design Review under Code 14-304 applies to projects of 100,000 square feet or larger. Map amendments require Planning Commission review and Council approval. The Zoning Board of Adjustment hears variance requests under Code 14-303(8).
