Texas Local Government Code Chapter 213 authorizes Texas municipalities to adopt comprehensive plans as policy guides rather than self-executing law. Plano Tomorrow, adopted in 2015, sparked years of litigation and public protest over density and mixed-use assumptions. After referendum efforts and a Texas Supreme Court remand, City Council rescinded Plano Tomorrow in 2020 and adopted a replacement Comprehensive Plan with revised growth assumptions. The plan includes special focus areas such as Legacy West, Shops at Legacy, downtown Plano along the DART Red Line, and aging shopping center corridors targeted for redevelopment.
Plans themselves are not directly enforceable. Inconsistencies arise when zoning amendments are challenged for failing to align with the adopted plan, which is one factor courts weigh under Texas Local Government Code Chapter 211.
