Fireworks are completely banned inside Plano city limits year-round under the adopted International Fire Code. Possession, sale, and use are prohibited. Only permitted professional displays are allowed.
Plano Code Chapter 8 (Fire Prevention and Protection) adopts the 2021 International Fire Code, which prohibits the possession, transportation, sale, and use of consumer fireworks within city limits. Texas Occupations Code Chapter 2154 authorizes home-rule cities the size of Plano (population over 285,000) to ban consumer fireworks outright, and Plano exercises that authority. The prohibition applies year-round, including the state-recognized legal sale periods of June 24 through July 4 and December 20 through January 1. Fireworks may be purchased in some unincorporated portions of Collin and Denton counties outside city limits, but it is illegal to bring them into Plano. The only exception is a permitted public fireworks display conducted by a licensed pyrotechnic operator with a Plano Fire Marshal permit, approved site plan, insurance, and advance inspection. The Plano Fire Department actively enforces the ban around July 4th and New Year's Eve with coordinated patrols and a tip line. Violation is declared a common and public nuisance subject to abatement.
