Plano's clay soils, characteristic of the Blackland Prairie region, expand and contract seasonally, so engineered designs must account for lateral earth pressure and long-term movement. Walls shorter than 4 feet still require compliance with grading and drainage rules and cannot divert water onto adjacent properties or public rights-of-way. Retaining walls may not encroach on public utility easements without written consent from the utility provider. Terraced walls separated by less than the height of the lower wall are generally treated as a single taller wall for permit purposes. HOAs in newer Plano subdivisions often impose additional color and facing material requirements.
Unpermitted retaining walls can be ordered removed or re-engineered. Fines reach 500 dollars per day. Additional civil liability applies if poor drainage damages neighboring property.
