Building or occupying an unauthorized second dwelling on a single-family lot violates the Chesapeake Zoning Ordinance and Virginia Code section 15.2-2280, triggering stop-work orders, daily civil penalties under Virginia Code section 15.2-2209, and required removal or legalization. Unpermitted construction violates the Virginia Uniform Statewide Building Code and can void homeowner insurance coverage.
