Chesapeake City Code Chapter 10 (Animals) requires dogs to be on a leash or otherwise under the physical control of a competent person whenever off the owners property. Voice command alone is not sufficient except in designated off-leash areas. The ordinance is supported by VA Code section 3.2-6538 (running at large). Chesapeake City Park on Greenbrier Parkway has a fenced dog park with separate areas for small and large dogs, and additional off-leash zones are available at select city parks subject to posted rules. Dogs are prohibited from most athletic fields, playgrounds, and school grounds even when leashed. Rabies vaccination and city license are required annually per VA Code section 3.2-6521 and local code. Animal Services enforces at-large violations and may impound animals found roaming.
At-large citation: $100 first offense, $250 second, $500 third. Impound fees of $35 plus $15 per day boarding. Failure to vaccinate or license adds separate penalties.
