A garage converted to a bedroom, office, gym, or living space is a change of occupancy under the CBC and requires a full building permit from Riverside County Building and Safety. Plans must demonstrate the converted space meets minimum habitable room standards: 70 sq ft minimum, 7-foot ceiling height, natural light and ventilation (or mechanical), heating to 68°F, proper egress window (5.7 sq ft opening, 24-inch high by 20-inch wide clear), and energy compliance under Title 24 Part 6. When the garage is being converted to an ADU (the most common pathway), Gov Code §65852.2(a)(1)(D)(xi) requires ministerial approval, no replacement off-street parking, and a 4-foot side/rear setback if the existing garage wall is within 4 feet. Conversion ADUs up to the size of the existing garage are allowed by right with no lot coverage cap. If the conversion is not to an ADU (e.g., just to a family room), the space counts toward the primary dwelling's floor area and lot coverage limits.
