Denver allows garage-to-ADU conversions in most residential zones since the 2023 zoning update. Building permits required. Converted garages must meet ADU standards including fire safety and egress.
The July 2023 Denver Zoning Code update specifically expanded the ability to convert existing, structurally sound garages into ADU building forms. Previously, unless the garage conformed to all ADU zoning requirements, conversions were not permitted. Now, most standard residential zones allow this conversion. A building permit from Denver CPD is required. Converted garages must meet all ADU standards: fire safety, proper egress, minimum ceiling height, insulation, and utility connections (shared with primary home). Converting a garage to habitable space for non-ADU purposes (home office, recreation room) also requires a permit but fewer restrictions.
