The July 2023 Denver Zoning Code update specifically expanded the ability to convert existing, structurally sound garages into ADU building forms. Previously, unless the garage conformed to all ADU zoning requirements, conversions were not permitted. Now, most standard residential zones allow this conversion. A building permit from Denver CPD is required. Converted garages must meet all ADU standards: fire safety, proper egress, minimum ceiling height, insulation, and utility connections (shared with primary home).
