The City-Parish UDC does not set a separate garage-conversion rule. Converting a garage to living space is treated as a building change subject to the adopted building code and, if it creates a separate unit, the accessory dwelling standards of UDC 9.5.2(A), including a conditional use permit.
East Baton Rouge Parish has no standalone garage-conversion ordinance. A conversion that stays part of the single-family home is a building-permit matter under the City-Parish adopted building codes (Title 8, Chapter 1). If the conversion creates a second, independent dwelling unit, it becomes an accessory dwelling and must satisfy UDC Section 9.5.2(A): allowed only in the A2 through A5, NO and NC districts, one per lot, located in the rear yard at least ten feet from all rear and side lot lines, and requiring a conditional use permit. Converting a garage into a second dwelling without a conditional use permit, or without a building permit, is a code violation enforced by City-Parish Development Services.
