Garage conversion rules in Pascagoula, MS β sometimes called garage-to-ADU or accessory living unit conversions β govern permits, ceiling height, egress, and parking replacement.
Pascagoula UDO Section 4.4.F.1 treats a converted detached garage as an Accessory Dwelling Unit (ADU): one ADU per single-family lot, capped at the lesser of 1,000 sq ft or 25% of the principal dwelling's floor area, with at least 1 (and no more than 2) added off-street parking spaces. Mississippi Building Code with Gulf Coast wind and FEMA flood elevation requirements applies.
When a Pascagoula homeowner converts a detached garage into living space (an apartment above the garage, a guesthouse, or a converted attached garage), Pascagoula UDO Section 4.4.F.1 treats it as an Accessory Dwelling Unit and applies these standards: ADUs are permitted only on lots with a single-family detached dwelling (not on two-family, townhouse, multifamily, or manufactured-home lots); only one ADU per lot; the ADU may be inside or attached to the principal dwelling, or in a detached structure such as an apartment over a detached garage; the ADU must use the same utility systems as the principal dwelling; manufactured homes and RVs may not be used as the ADU; the ADU's floor area cannot exceed the lesser of 1,000 sq ft or 25% of the principal dwelling's floor area; and at least 1 (no more than 2) off-street parking space must be provided in addition to the spaces required for the principal dwelling. If a garage is being repurposed for storage, hobby, or other non-living use rather than as an ADU, accessory-structure setback and yard standards under UDO Section 4.4.E apply instead. Conversions that add habitable space also trigger Mississippi Building Code permits (MS adopts the IRC/IBC), Gulf Coast hurricane wind-load design, and any FEMA-NFIP flood elevation requirements for properties in Special Flood Hazard Areas near the Pascagoula River and Beach Boulevard. Apply through Planning, Building & Code Enforcement (228-938-6620) and Planning Division (228-762-1020).
Adding a second ADU on the lot, exceeding the 1,000 sq ft / 25%-of-principal floor area cap, occupying the converted space without the additional off-street parking space, or using a manufactured home or RV as the ADU violates UDO Section 4.4.F.1 and is enforced under UDO Article 9. Performing the conversion without a building permit also violates the Mississippi Building Code and can result in stop-work orders and required removal.
