Converting a garage to a living unit in unincorporated Siskiyou County is treated as creating an ADU under Zoning Code Section 10-6.1515 and California ADU law. State law (Gov. Code 66323, former 65852.2) bars the county from requiring replacement parking when a garage is converted to an ADU.
Siskiyou County does not publish a stand-alone garage-conversion ordinance. A habitable conversion of an attached or detached garage into independent living space is regulated as an Accessory Dwelling Unit under the county's Second Unit Housing provisions in Zoning Code Section 10-6.1515, which the 2025 Zoning Code Audit confirms the county administers in accordance with State law. All conversions still require building permits and must satisfy Title 24 energy, egress, smoke-alarm, and fire-separation standards, and on rural parcels Environmental Health must confirm septic and well capacity for the added unit.
Converting a garage to living space without permits is a building and zoning violation. Siskiyou County Building can issue a stop-work order, require a retroactive ADU permit, and order inspections before occupancy. Occupying an unpermitted converted garage can also create septic-capacity and life-safety violations on rural parcels.
