The City of Ventura regulates 'tiny homes' under two different state frameworks: (1) A tiny home built on a permanent foundation is treated as an ADU under SBMC Chapter 24.430 and Cal. Gov. Code §65852.2. Per SBMC 24.430.050, the minimum ADU/JADU size is 150 sq ft (Cal. Health & Safety Code §17958.1). Detached ADUs may not exceed 18 ft (20 ft to match the primary roof pitch); attached ADUs may not exceed 25 ft and two stories. (2) A movable tiny house on wheels is classified by California HCD as a recreational vehicle or park trailer (HSC §18010, §18009.3) and may not be occupied as a permanent dwelling on a residential lot in Ventura. Long-term RV occupancy is restricted under Ventura's zoning code, and storage of an RV used as a residence is not a permitted accessory use. Movable tiny houses are permitted only in licensed mobile home parks or RV parks under HSC §18214.
Occupying an unpermitted tiny home or RV-style tiny house on a residential lot can trigger code enforcement, daily fines, and an order to vacate. Building an on-foundation tiny home without going through the ADU permit process is unpermitted construction.
