The City of Ventura establishes decibel limits for residential and commercial zones under its municipal noise code. Residential areas are limited to approximately 55 dBA daytime and 45 dBA nighttime at the property line.
The City of Ventura's noise ordinance sets maximum permissible noise levels based on land use zoning. Residential zones: approximately 55 dBA during daytime (7 AM to 10 PM) and 45 dBA during nighttime (10 PM to 7 AM). Commercial zones have higher thresholds. Industrial areas near the Ventura Auto Center and Harbor Boulevard corridor have the highest allowable levels. Measurements use the A-weighted decibel scale at the receiving property line. Mixed-use areas along Main Street and Thompson Boulevard where residential and commercial uses are adjacent may have complex noise interactions. HVAC equipment, pool pumps, and commercial kitchen exhaust fans must comply at all hours. The city applies both objective decibel measurements and a subjective reasonable person standard.
Exceeding decibel limits: $250 first offense, $500 second offense, $1,000 third offense within 12 months. Ongoing commercial violations may trigger conditional use permit review. Residential HVAC and pool equipment exceeding limits must be modified or enclosed at the owner's expense.
