Moorpark's noise ordinance establishes specific decibel limits by zone and equipment type. Single-family residential areas allow 75 dB(A) daytime for mobile equipment and 60 dB(A) nighttime. Stationary equipment is limited to 75 dB(A) daytime. Air conditioning units installed after 1980 must not exceed 55 dB(A) at the property line.
MMC Chapter 17.53 Tables 1-3 establish decibel limits. Table 1 (mobile equipment, short-term): Single-family residential 75 dB(A) daytime (7 AM-7 PM weekdays/Saturday), 60 dB(A) nighttime/Sunday/holidays; multifamily 80 dB(A) daytime, 65 dB(A) nighttime. Table 2 (stationary equipment, long-term): Single-family 75 dB(A), multifamily 80 dB(A) during daytime. Table 2A (business properties): 75 dB(A) for mobile equipment all hours, 65 dB(A) for stationary equipment all hours. Table 3 (residential HVAC): Units installed after January 1, 1980 limited to 55 dB(A) at property line and 50 dB(A) at neighboring patio or nearest window. Pre-1980 units allowed 60 dB(A) at property line and 55 dB(A) at patio/window. If noise contains a steady audible tone or is repetitive, limits are reduced by 5 dB(A).
Exceeding decibel limits is a violation of Chapter 17.53 enforced by Code Compliance. The city may require noise measurements by qualified personnel. Repeat violations result in escalating administrative fines. HVAC units exceeding Table 3 limits must be modified or enclosed.
