030(B), sets the maximum number of domesticated cats and dogs a Moorpark household may keep, applying across every zone that allows residential use: O-S, A-E, R-E, R-A, R-1, R-2, R-3, S-P, TPD, MUL, MUM and MUD. Single-family dwellings on lots under 5 acres may keep any combination of 4 cats and dogs; single-family dwellings on lots of 5 acres or more may keep any combination of 6; and multi-family dwellings are limited to any combination of 2. Note A to the table gives a grace period for litters: young animals born to a permitted cat or dog on site may be kept until they are weaned, defined as four months for cats and dogs, before they count against the household cap.

030(A) frames the whole animal-keeping chapter as applying to personal use or pleasure, not commercial keeping, and explicitly exempts animals used to provide a service to individuals with a disability, such as seeing-eye dogs and miniature horses, from these numeric limits entirely. All animal keeping, including the cat and dog limits, must also comply with Title 6 of the Moorpark Municipal Code. Animals must be contained humanely and entirely on site, meeting the setback and height rules of the zone; they may be kept in a required side or rear yard but never in a required front yard setback.

030(D) that requires neighbor support letters from everyone within 500 feet, a maintenance plan, a fire and evacuation plan, and proof of an on-call veterinarian.
