Full Breakdown
Under Table 17.20.060(C)(4)(a), a veterinary office or animal hospital with no overnight boarding needs only a Zoning Clearance in the C-O, C-1, C-P-D/C-2, C-OT, M-1, M-2 and I-F zones: the industrial-only I zone is excluded entirely. Add boarding for 8 or fewer animals and the use jumps to an Administrative Permit in C-P-D/C-2, M-1, M-2 and I-F; boarding 9 or more animals requires a Conditional Use Permit. Table 17.28.030, item 11, separately confirms veterinary facilities are allowed by administrative or conditional use permit in the O-S, A-E and R-A agricultural/open-space zones as well.
Violations & Fines
Operating a veterinary clinic or boarding animals beyond the approved permit tier is a code violation under Section 1.10.020, enforceable as an infraction or misdemeanor with each day a separate offense.
