Table 17.20.060 of the Moorpark Municipal Code lists 'animal rescue or animal shelter' as a permitted commercial/industrial use only in the C-P-D/C-2, M-1 and M-2 zones: it isn't allowed at all in the C-O, C-1, C-OT, I or I-F zones.
