Tree removal permit rules in Moorpark, CA β sometimes called heritage tree, protected tree, or street tree ordinances β list which trees require a permit before you can cut them down.
Moorpark strongly protects historic trees, native oak trees, and mature trees under MMC Chapter 12.12. No protected tree may be removed without a city-issued tree removal permit. Tree reports by an approved arborist are required. Replacement trees or their appraised value must be provided when removal is associated with development.
MMC Chapter 12.12 establishes comprehensive protections for historic trees, native oak trees, and mature trees on both public and private property. Section 12.12.070 requires a tree removal permit before any protected tree can be removed, cut down, or otherwise destroyed. Tree reports must be prepared by an arborist, horticulturist, or registered landscape architect approved by the city council, including health grades, disease disclosure, recommended treatments, and appraised value. For removals associated with urban development, the appraised value must be applied to upgrading tree plantings. For non-development removals, the director may condition a permit upon replacement trees, but the applicant cannot be required to spend more than the appraised value. Permits may not be denied if doing so would cause interference with economic use and enjoyment of the property. The director of community services may refer requests to the appropriate commission for determination.
Removing a protected tree without a permit is a serious code violation subject to significant fines and mandatory replacement at the appraised value. The city may also require compensatory mitigation. Contact Community Development at (805) 517-6200 for tree removal permit applications.
