Moorpark, CA Fire Regulations: Fireworks (2026)

010, adopted by Ordinance 388 in 2010, prohibits 'all fireworks, as defined by California Health and Safety Code and the Ventura County Fire Protection District Fire Code (VCFC), including "safe and sane fireworks,"' anywhere inside city limits. This is a stricter stance than many California cities take: state law lets local governments permit the sale and use of state-approved 'safe and sane' fireworks around the Fourth of July, but Moorpark's own code closes that door entirely. The only carve-out is for a public fireworks display or a theatrical/special-effects use, and even then the operator needs two permits stacked together: a valid VCFC permit covering the pyrotechnics themselves, and a city temporary use permit or park rental permit covering the event on Moorpark property.

020: an offense may be charged as either an infraction or a misdemeanor, at the discretion of the city attorney or the citing officer. 060 can carry both the maximum fine and jail time authorized by Government Code § 36901. 020(E) holds property owners liable for violations connected to the use or condition of their own land, even if a tenant lit the fireworks. The code's remedies are cumulative, so a citation does not preclude the city from also pursuing civil nuisance abatement.
