All fireworks are illegal in the City of Ventura, including 'safe and sane' varieties. Possession, sale, use, and storage of any fireworks is prohibited. It is illegal to possess, store, sell, use, or handle fireworks of any kind in the City of Ventura. This includes both 'dangerous' fireworks (aerial shells, Roman candles, bottle rockets) banned statewide and 'safe and sane' fireworks that some California cities permit. Ventura PD has deployed drones during the July 4th holiday period to detect and enforce fireworks violations. The strict ban reflects Ventura's extreme wildfire risk, particularly after the devastating 2017 Thomas Fire. Fillmore is the only city in Ventura County where fireworks are legal, and even there they must be purchased and used within city limits.
Fireworks possession or use carries fines of $500-$1,000 for a first offense. Repeat offenses can result in misdemeanor charges. Persons causing fires from illegal fireworks are liable for all suppression costs and property damage.
