040(A) lists ten specific no-parking situations that apply everywhere in the city even without posted signs, including divisional islands not marked for parking, the area between projected property lines of an intersecting sidewalk or street when marked with red curb paint, any council-designated no-parking area, along railroad tracks in a way that blocks a train, within 30 feet of the curb opposite a safety zone, within 30 feet of a crosswalk in the central traffic district or a business district (except a bus at a designated stop), and within 30 feet of a traffic signal, boulevard stop, or flashing device.

Item 6 is the catch-all: any spot where parking would create a traffic hazard or endanger life or property. Subsection (B) adds that no one may push or move an uncontrolled vehicle into one of these prohibited spots. Subsection (C) separately treats the street itself as public space, not free storage: a vehicle left on any street or alley for more than a consecutive 72 hours can be towed by the Ventura Police Department under California Vehicle Code §§ 22650-22653 and 22850-22854, referenced directly in the subsection. Subsection (D), covered on its own page, adds a tighter five-hour limit for commercial vehicles parked in residential zones.
