Properties in VHFHSZ zones must comply with California Building Code Chapter 7A for new construction and substantial remodels, which requires fire-resistant roofing (Class A), ignition-resistant exterior walls, tempered glass windows, enclosed eaves, and fire-rated decking. The 100-foot defensible space requirement under PRC Section 4291 applies. Fire access roads must meet minimum width and turnaround standards. New developments must install fire sprinkler systems. The Arroyo Simi corridor and surrounding hillsides are particularly at risk during Santa Ana wind events.
Building in a VHFHSZ without meeting Chapter 7A standards will not pass inspection and may result in a stop-work order. Failure to maintain defensible space is separately enforceable by VCFPD with daily fines. Insurance companies may deny or cancel coverage for non-compliant properties.
