The City Council adopted Landscape Standards and Guidelines through Resolution 2012-3096 on April 4, 2012. These standards encourage the use of drought-tolerant and native California plants in new development and renovation projects. The Model Water Efficient Landscape Ordinance (MWELO) applies to all new landscaping projects over 500 square feet associated with new construction, and to rehabilitated landscapes over 2,500 square feet. MWELO requires a landscape documentation package including water budget calculations, plant lists emphasizing low-water-use species, and efficient irrigation system designs. Native oak trees receive strong protection under Chapter 12.12. The city's semi-rural character and location in a Mediterranean climate zone make drought-tolerant landscaping particularly appropriate. Ventura County Waterworks District offers rebates for turf replacement with water-efficient landscaping.
