Camarillo, CA Animal Ordinances: Pet Limits (2026)

Camarillo's pet limits live in the zoning code's permitted-use lists, not the animal control title. Single-family R-1 lots may keep 'not more than four dogs and four cats over the age of four months' under Sec. 020(E)(1), and the identical four-and-four cap applies in the R-E rural exclusive zone under Sec. 170(A)(1). The limit drops for higher-density housing: Sec. 020(H)(1) caps attached residential units in the RPD-6U zone or denser at 'not more than two dogs and two cats,' and Sec. 290 sets the same two-and-two cap inside mobile home parks.

A detached single-family home in a lower-density RPD-5 zone or less still follows the R-1 standard under Sec. 020(G). None of these sections limit litters directly, but breeding more than one litter per household per year converts the activity into 'commercial purposes,' which the personal-pet limit does not authorize. Separately, Title 19's definitions section, Sec. 415, defines a 'kennel' as any lot with four or more dogs or cats kept, boarded or trained, a threshold that can create a zoning conflict for a household approaching its numeric cap.

The business-license code sets a different bar: Sec. 010 requires a kennel license only where five or more dogs or cats are kept for commercial purposes such as boarding, grooming, breeding, training or sale. A resident who exceeds the applicable zone cap for personal pets, or who runs a kennel-scale operation without a license, faces code enforcement under the zoning nonconformance rules and the separate kennel licensing chapter.
