The only public exemption is a park segment the city has formally designated as a dog park.
The same section separately bars a dog from any private property without the consent of the property's owner or occupant, regardless of leash status. A broader companion rule, Sec. 020, makes it unlawful to let any animal run at large without reasonable control, whether on a street, public place, or another person's property against that owner's wishes, and covers species beyond dogs. Sec. 030 directs the animal control division to impound any dog found in violation of either section, and Sec. 040 requires the division to notify the owner if known, or post a description at the animal shelter for three days if not.
Sec. 060 goes further for dangerous strays: a dog running at large that is, by its vicious disposition, dangerous to persons or property may be shot by a peace officer or captured and destroyed humanely by the animal control director. Owners also remain responsible for immediately bagging their dog's waste under Sec. 010, with an exception for trained guide dogs and on-duty police dogs.
